Answering your questions:

Overclocking is safe
most of the time, but you need to be extremely careful. If not, that's you computer or pda going down the tube. Plus, the speed boost you can get out of it is seriously not worth it. But there is something you can do. I'll explain after I answer your other question.
Do NOT uninstall I.E. Yes, it is possible, but then you cannot update, and many programs (like Steam, if you play half-life) depend on it to render online content. Plus, the windows file browser (a.k.a., "Windows Explorer") is depended on it for ftp or sharing files across a network. In short, you kill Internet Explorer, you the better parts of your computer too.

First off, some programs to help you out. I highly recomend from years of computer fixing these three programs:
Spybot S & D,
Microsoft Anit-spyware (Also known as "Windows Defender"), and
Avast! Anti-virus
(I like AVG too, just that I am not as impressed with it's slight sapping of processor power). Download all of them, but do not install just yet. If you already have an anti-virus, you can skip Avast!, but I still recomend it because it on average takes up less processor power then any other I've tried. Now, what to do with these niffty programs and a few built into you computer:
-Windows Update: Install Windows Defender, but do NOT let it do a quick scan or update. We'll take care of that by hand now. Go to
update.microsoft.com, and click on the custom button. Install all really importiant updates (this will include a win defender update too) and whatever hardware updates there are. The other software is up to you. Update and reboot when you are done. Get used to rebooting, you're going to have to do this a few times.
-Windows Defender: Run a
full scan on your whole computer. Once that is done, clean off whatever crap has managed to get on you computer.
-Spybot: After installing and loading it up for the first time, skip past the tutorial and go right to the main program. Click on update and update the program. Then immunize and turn on the "permanet blocking of bad pages in I.E." thinger. Next click on the scan button, and scan an remove all spyware that was left over from Microsoft. You may need to scedule a run-time at reboot, it's ok. After you're done with that, switch into Advanced Mode (it's in one of the drop down menus, I can't remember which one). Click on 'Tools,' then on the one says "Hosts." Click on "Add Spybot S & D list," and this will add (and block) about 2,000 bad websites from any browser or program. Next, go into the "BHO" (under tools) and remove any program that you do not recognize and does not have a green check next to it (not all safe objects have a green check, this is really up to you as to what you need and don't need). Finaly, go into the startup tool and uncheck everything that you don't need to have running when your computer boots up. This is also up to you, and I really can't help you as much with this, though Spybot does have a little help side bar on the left. Click the gray tab. This help tab also works for BHO's and other parts of the program. awsome!
-Avast!: Yes, the exclamation mark is part of the name. No, I don't know why they did it that way, I think it's silly. Anyway, install this program and make sure the "run a boot-time scan" box is checked. Reboot (You may want to print this post). Before Windows loads, a blue screen with text will pop-up. Avast! will start to scan your computer, and ask you what to do when it finds a virus. First try repairing, then moving, and finaly, if you have to, deleating. You can go through the stuff you moved for importiant files later. This scan can take a long time (but you do have to watch it), so go get some dinner or something. After your computer finishes, you can register Avast! for free on thier website. Just re-register every 14 months to have free anti-virus for your whole life.

For now, your computer is clean from about 99.9999% of all the nasty stuff out there. Just scan every now and then, and you should have a happier computer over all. I think I may turn this into a giude and post it here on PSP3D, with a few speed Windows XP speed tweaks short of overclocking. Afterall, behined every good PSP user is a computer.
