It all depends on the server, the connection speed on thier end and the location of the server

you were seeing your max internet speed, not the actual speed. the actual varies on the computer speed and server download speed per ip.

as a side note- 200kbps is considered slow now, some people have 30mbps (1000kb=1mb)

You apparently use Limewire, as indicated in your signature. You may have noticed that some files are quicker to download than others, and that there are numbers on the left and right of the files' names. These help you choose the fastest files to download.

Your internet connection speed shown on those tests is your highest download rate. When you try to download something, always look for the best mirror, or use a Download Manager to locate the best source.

Yeah I use a download manager but I just get the same speed as regular downloads but I'll see if I can configure it or something. So how do make my downloads up to that speed without using a download manager?

It does mostly all have to do with location of the server that has the file you want.
I live in australia with a Cable connection although sometimes I can get very slow download speeds from files located in the US

and to find the real speed, choose the fastest server closest to you (yes distance DOES make a difference)

Also, a lot of servers limit the amount of bandwidth you can take up. The best test I have done is trying to download a large file (such as Windows XP SP2) off of Microsoft's servers. They basicly will send you that file as fast as you can download it. I used to get 2 Mbytes/sec back at my old university, and the problem wasn't on MS's end .
