It might help if you do a little experiment: try making a new file, then switching off the computer via the mains or by holding the power button for 10 secs - whatever it takes to shut off the computer without shutting down Windows. Then see if the file is still there when you boot it up again. If it's not there, the deleting must happen on startup - if it is still there, it's something that happens on shutdown.
