Angry I need serious help, please

Ok, I am ( like all of you guys ) a little Computer freak but I have a serious problem that I can't fix anyore. The thing is, unknown Popups from my cache open automatically when I use my intenet connection. No matter if I play online or surf the web. The popups are always the same and in internet explorer even when I use netscape. All the Antivirus or Spyware removers don't see that virus and I found a homepage ( in German ) that says this virus is known and can only be removed by the user. Please help me!

Thanks in advance

I could use Proxy servers and popup blockers it does not help and the reason is, the files don't open through the internet but through a command from a file on my system32.
