Are normal members-not moderators or subscribed members-allowed to post homepage news if they think it is important or if a Moderator is not aware of this piece of news? I noticed that there is a link in the "Homepage News" section, but nobody besides Moderators have ever actually posted homepage news. Can anyone help me?
