Pop ups while viewing files on my laptop (HELP PLEASE!)

ok, while just viewing files on my laptop, like my pictures or if i go to program files and click on a program file, a pop up will, well, pop up. It happens consistently. I have tried some spyware programs and such but they have done nothing. What should i do...i really want to get rid of these pop ups.

edit: these have been happening for a while and go back furthur than my furthest back system restore point.

Uhh...at the point you're currently at, I'd suggest a reformat and reinstall of Windows definitely. No spyware program is strong enough to get rid of all that crap. Just save your files somewhere else...

so to reformat, i basically go into the set up menu, get rid of the windows operating system partition. Then once thats deleted, i just reinstall with the cd i have correct? I have done it once before and that is what i did so i am assuming that is what i do correct?
